Enacted by LB1092 (2024), this law requires adult-content websites to verify that users are at least 18 using a digitized ID, government ID, financial or other reliable document, or a commercially reasonable transactional-data method. It has a privacy component: the site or its verifier may not keep identifying information after granting access.

- Aggrieved persons may obtain equitable or declaratory relief, actual damages (a minor or parent for access violations; an individual whose data was retained for retention violations), and discretionary attorney's fees and costs (87-1004).

- Commercial entities that knowingly and intentionally publish or distribute material harmful to minors on a website where more than one-third of the material is such material (87-1002(10), 87-1003(1))
- Third parties that perform the age verification (87-1003(2))
- Excludes news-gathering organizations and internet utilities (ISPs, search engines, cloud providers) that do not create the content (87-1005)
